Pursuant to Article 16, paragraph 1, point 2, indent 4 of the Articles of Association of the Serbian Chamber of Healthcare Institutions, the Board of the Chamber in its fourth meeting held on 12 December 2007 adopted the following:

Decision on Organisation and Work of the Professional Service of the Serbian Chamber of Healthcare Institutions

BASIC PROVISIONS

Article 1

Under the Decision on Organisation and Work of the Professional Service of the Serbian Chamber of Healthcare Institutions (hereinafter referred to as: the Decision), in conformity with the Chamber’s Articles of Association, the following is established:

• duties and responsibilities of the Professional Service,
• internal organisation of the Professional Service, and
• organisation of work of the Professional Service.

Article 2

The organisation and work of the Technical Service shall be organised and carried out in a single work process in order to provide expertise, efficiency, cost-effectiveness, timeliness and professionalism in the performance of duties from the service’s scope.

Article 3

The Professional Service performs duties and responsibilities as set forth in the Chamber’s Articles of Association, other general acts, the Chamber’s Activity Plans and special decisions of the Chamber’s Management Board.

INTERNAL ORGANISATION OF THE PROFESSIONAL SERVICE

Article 4

In order to perform the duties and responsibilities set forth in Article 3 hereof, the work in the Professional Service is organised by sectors as organisational forms, namely:

1. the Sector of Healthcare Economics, and 
2. the Sector for General Affairs.

The Department of the Chamber’s Professional Service in Novi Sad performs duties set forth by this Decision as well as duties and responsibilities set forth by the Chamber’s Articles of Association, other general acts, the Chamber’s Activity Plans and special decisions of the Chamber’s Management Board, in accordance with the act on classification of duties and responsibilities of the Chamber’s Professional Service.

Article 5

Within the Sector of Healthcare Economics, the following duties are performed in particular:

• preparing information and reports on the financial condition and operations of healthcare institutions, the financing of healthcare institutions, implementation of agreements on financing healthcare,
• preparing initial proposals for the adoption or amendment of decisions and conclusions of the Chamber’s bodies relating to the financing of health care and the criteria and measures for contracting health care,   
• preparing initial proposals for the adoption of staff norms, work standards, standards of healthcare services and undertaking other measures aimed at the rational use of resource capacities of healthcare institutions,
• assisting in the preparation of activity plans and other general acts of healthcare institutions,
• preparing reports on the Chamber’s operations and plan documents and other general acts for the needs of the Chamber,
• performing instructive and advisory services in the field of financing of health care, including accounting and financial affairs,
• preparing initial proposals for the adoption and amendment of laws and other regulations on the contracting and financing of health care,
• providing technical assistance to members of the arbitration from healthcare institutions, 
• performing other professional activities on the implementation of the Articles of Association, other acts of the Chamber, decisions and conclusions of management and its working groups and other activities, which by their nature belong to this Sector.

Article 6

Within the Sector of General Affairs, the following duties are performed in particular:

• technical and organisational preparation of sessions of bodies and working bodies of the Chamber,
• monitoring the implementation of laws and regulations applied to healthcare institution and making initiatives for their change,
• preparation of initial proposals for making or amending laws and regulations pertaining to the employment legal status of employees in healthcare institutions,
• maintenance of the information system of the Chamber and taking measures to improve the information of Chamber’s members,
• preparation of analyses, information and general models and other acts for the needs of the Chamber and its members,
• providing professional assistance to members of the Chamber directly or through organised forms (conferences, seminars, and expert-consultative meetings and the like),
• keeping necessary records of the number and type of healthcare institutions, the number and qualification structure of employees in healthcare institutions, 
• performing general, personnel, technical, type-writing and other work necessary for the needs of the Chamber.

Within this Sector, there is a group for general affairs of the Professional Service in charge of:

• performing accounting tasks for the needs of the Chamber,
• performing professional and other tasks related to the publishing activities of the Chamber.

WORK OF THE PROFESSIONAL SERVICE

Article 7

The work of the Professional Service is performed in a single work process in full cooperation and in coordination of its organisational parts.

Article 8

The Professional Service carries out its duties within the terms and in the manner as set forth by the Articles of Association, other general acts, the Chamber’s Activity Plan or special decisions of the management body.

Article 9

In carrying out its duties, the Professional Service cooperates with other professional services set forth in Article 36, paragraph 3, of the Chamber’s Articles of Association.

Article 10

The work of the Professional Service is managed by the Secretary of the Chamber, who also organises and controls its work and undertakes measures to improve the Service’s work.

Article 11

All duties of the Professional Service specified in Articles 3 and 8 of this Decision shall be done by employees of the Professional Service whose number, educational degree of specific type of profile, the necessary knowledge and skills and other requirements for work in a particular workplace are determined by the Secretary of the Chamber, in a special general act of the classification of jobs and workplaces in the Professional Service.

Article 12

In order to perform certain expert tasks from the plan of the Chamber’s activities, which require a multidisciplinary approach, but are not of permanent, but of temporary character, and therefore the Chamber does not employ such experts, the Secretary of the Chamber may engage such experts in order to have those tasks performed in a timely and quality manner, as provided by law.

Article 13

With the coming into effect of this Decision, the Decision on the Organisation and Work of Professional Service of the Serbian Chamber of Healthcare Institutions 16 September 1996, as well as its amendments of 26 October 1998 shall cease to be in force.

Article 14

This Decision shall enter into force on the 8^th day from the date of its publication on the notice board of the Chamber.
